Presentation of the organization

The General Directorate of Accounting and the Public Treasury (DGTCP) is a public service of the Ministry of Finance.
The DGTCP enjoys administrative and financial autonomy.
It exercises its missions throughout the national territory as well as in the diplomatic and consular missions of the Democratic Republic of Congo.

The DGTCP has the following missions:
– the operational implementation of the budgetary policy in terms of the execution of expenditure and the monitoring of revenue collected by the financial administrations;
– the definition of the financial policy of the State through the management of the treasury and the monitoring of the indebtedness of the Central Power, the Provinces, the Decentralized Territorial Entities and the auxiliary organizations;
– the regulation, keeping and centralization of the accounts and financial flows of the Central Government, the Provinces and Decentralized Territorial Entities as well as the auxiliary bodies, in accordance with national and international standards in the matter.


The DGTCP includes:
– a General Management;
– Directorates;
– treasury accounting posts.


General management is provided by a General Manager assisted by two Deputy General Managers. Two (2) services are attached to the General Management: the Administrative Secretariat and the Technical Secretariat.
The Directorates of the DGTCP are:
– the Department of Treasury Services Inspection;
– the Department of Treasury and means of financing;
– the Accounting Regulations and Quality Department;
– the Financial Litigation Department;
– the Department of General Resources and Personnel;
– the IT department.


The DGTCP treasury accounting posts are:
– the Central Accounting Agency of the Treasury “ACCT” in acronym;
– Payroll Treasury for Abroad “TPE” in acronym;
– the Provincial Payroll Treasury “TPP” in acronym;
– the Territorial Payroll Treasury “TPT” in acronym;
– the Urban Payroll Treasury “TPU” in acronym;
– the Ministries Accounting Station “PCM” in acronym;
– the Accounting Item for Additional Budgets “PCBA” in acronym;
– the Special Accounts Accounting Station “PCCS” in acronym.


The treasury accounting posts form the network of direct treasury accountants.
Treasury accounting posts are created or dissolved by order of the Minister in charge of Finance, in accordance with the provisions of the General Regulations on Public Accounting.
The network of direct treasury accountants is an integral part of the national network of public accountants, which also includes the accounting networks of financial administrations. An Order of the Minister of Central Power having finance in his attributions fixes the organization and the functioning of the national network of public accountants as well as the methods of accounting centralization, in accordance with the regulatory provisions in force.
Treasury accounting posts include administrative support services organized, as the case may be, into divisions or offices.
Each treasury accounting station is headed by a principal public accountant assisted, if necessary, by secondary public accountants, managers or agents.
