IMF Team Reaches Staff-Level Agreement with the Democratic Republic of the Congo for the Sixth Review of the Extended Credit Facility and Completes Article IV Consultation Mission for 2024

End-of-mission press releases contain statements from IMF staff teams reporting their preliminary findings after their country visit. The views expressed in this statement are those of the staff of the IMF and do not necessarily correspond to those of the Executive Board of the IMF. Based on the preliminary findings of this mission, IMF staff will prepare a report which, subject to management approval, will be presented to the Executive Board for review and decision.
* IMF staff and the authorities reached staff-level agreement on the sixth and final review of the three-year arrangement under the Extended Credit Facility (ECF). The IMF team also completed the Article IV consultations.

* The performance of the program was generally positive, with most quantitative objectives having been achieved and the main reforms having been implemented, although at a slower pace.

* With the end of the current program, prudent economic policies remain recommended, in particular through good coordination of fiscal and monetary policies, supported by improved governance. The authorities have expressed interest in a new agreement and in access to the Resilience and Sustainability Facility.

Vision and Ambitions: Open heart with Thomas MAKETA LUTETE, Director General of the DGTCP

Appointed in February 2023, by presidential order, to manage the General Directorate of the Treasury and Public Accounting (DGTCP), a newly created structure within the Finance administration, Thomas Maketa Lutete has great ambitions.

“What I would like people to remember about me is that I am a Congolese who loves his country and who would like our country to emerge from the deplorable state in which it currently finds itself,” he said. he said in an exclusive interview, in which Econews took part, to take stock of year 1 of his appointment to the position of Director General of the DGTCP.

He bases his convictions on an observation: “Our country is in a dangerous zone, it needs a strong, serious state that takes care of its people. And for that the DGTCP can play an important role. But in fact, the State is us Congolese. The State is a manifestation of us citizens. We must question ourselves and work honestly for our people.”

He therefore sees himself endowed with a mission: “I would like that the day I leave the DGTCP, I leave behind an institution that is stable, efficient and above all one that fully contributes to the development of our people. I would like that the day I leave, that people will think of me as an honest servant of the state, a builder and not as a thief. And I ask every Congolese who loves this country to accompany me. If we Congolese don’t help ourselves, if you Congolese don’t help me, who else will? »

DRC: Félix Tshisekedi appoints Maketa Lutete and Serge Maabe, respectively DG and DGA of the Directorate General of the Treasury and Public Accounting (DGTCP)

President Félix Tshisekedi has appointed the leaders of the General Directorate of the Treasury and Public Accounting (DGTCP). According to the presidential order read on Saturday February 18, 2023, Maketa Lutete Thomas was appointed Director General of this public establishment under the supervision of the Ministry of Finance.

Maabe Muanyimi Serge was appointed Deputy Director General in charge of technical and reform issues and Kimbwelo Lumbu Kipambe Lyvie, Deputy Director General in charge of administrative and financial issues
